Montrose Settlements Restoration Program (MSRP)

MSRP comprises six federal and state natural resource trustee agencies (NOAA, National Park Service, CA Department of Fish and Game, CA State Lands Commission, US Fish and Wildlife Service and CA State Parks). Together these agencies work to restore natural resources injured by chronic releases of DDT and PCBs into the Southern California marine environment. The MSRP, on behalf of the Trustees, is responsible for design and implementation of projects to restore natural resources harmed by those releases in the Southern California Bight, including the Channel Islands. The MSRP assesses which restoration projects will most effectively restore the injured resources as well as compensate for resources lost. MSRP also serves as a technical resource to EPA during the development and implementation of the ICs program.

Southern California Coastal Water Research Project

Southern California Coastal Water Research Project (SCCWRP) conducts environmental research assessing the condition, and factors that affect the condition, of Southern California's coastal environment. SCCWRP develops solid scientific foundations for coastal environmental management in Southern California. SCCWRP was formed in 1969 to address the effects of discharges to the Southern California coastal environment. Since that time, the agency has become a recognized leader in coastal environmental research on the sources, fates and effects of contaminants. SCCWRP conducts studies in coastal watersheds, estuaries, wetlands, and marine waters with a focus on microbiology, water quality, fish, invertebrates, algae, ecological processes and seafood contamination.

California Department of Fish and Game (CDFG)

CDFG manages California's diverse fish, wildlife, and plant resources, as well as the habitats they depend upon for their ecological values and for their use and enjoyment by the public. CDFG maintains native fish, wildlife, plant species and natural communities for their intrinsic and ecological value and their benefits to people. Administration, promulgation and enforcement of regulations related to recreational and commercial fisheries are CDFG’s legal responsibilities. CDFG provides staff to support the Institutional Controls program and serves on the technical review board.

Local Health Departments

Santa Monica Bay Restoration Commission

The SMBRC is a non-regulatory, locally based state organization whose functions are to monitor, assess, coordinate and advise the activities of state programs, as well as oversee funding that affects the beneficial uses, restoration and enhancement of Santa Monica Bay and its watersheds. The Commission membership consists of a coalition of federal, state, and local governments, environmental organizations, business and the public. SMBRC serves as a technical resource for the ICs Program.

California Department of Toxic Substances Control (DTSC)

The California Department of Toxic Substances Control (DTSC) is a department of the California Environmental Protection Agency (Cal EPA). The agency strives to protect public health and the environment from toxic harm by regulating the generation, handling, treatment and disposal of hazardous waste within the state. DTSC staff serve on the technical review board for the remediation of the contaminants along the Palos Verdes Shelf, while also fulfilling an advisory role within the Institutional Controls Program.

Cal-EPA
Office of Environmental Health Hazards Assessments (OEHHA)

OEHHA’s overall mission is to protect and enhance public health and the environment by scientific evaluation of risks posed by hazardous substances. OEHHA is responsible for developing and providing risk managers in state and local government agencies with toxicological and medical information relevant to decisions involving public health. OEHHA’s Fish and Water Quality Evaluation Unit evaluates chemical contaminants in fish and wildlife and develops fish consumption health advisories.

Food & Drug Branch, California Department of Health Services (CDHS)

The mission of the California Department of Health Services, Food and Drug Branch (FDB) is to protect and improve the health of all California residents by assuring that foods, drugs, medical devices, cosmetics and certain other consumer products are safe and effective. FDB accomplishes its mission through investigations and inspections based on scientific principles, specific legal authority, and effective industry and consumer education. FDB strives to regulate fairly and without unduly burdening California businesses. FDB does this by helping businesses understand the public health basis for regulatory requirements, encouraging businesses to voluntarily correct deficiencies, and uniformly enforcing regulatory requirements to prevent unfair competition. FDB involvement in FCEC is to regulate the wholesale seafood industry in the sale of contaminated seafood to California consumers.
